Knitted children's dress worked bottom up in Tynn Merinoull by Sandnes Garn. 

Construction
Begin to work skirt in rnds, and work waistband. Knit up sts for facing on WS of waistband, for elastic band to be passed through. Then cast off sts in each side, and work back and front separately. Knit shoulder sts tog, and work i-cord edging at neck edge.
